Dover, DE has been the county seat of Kent County since 1680. In 1683, William Penn ordered that the townsite be laid out and named Dover. Dover has been the capital of the state of Delaware since 1779. Delaware became the first state when, in 1787, it was first to ratify the Federal Constitution of the newly formed United States.
